Agronomist, Agricultural Engineer. Before joining Pappas & Associates, Hans Mattaar worked for 22 years with Bayer CropScience and its predecessors Aventis CropScience and Rhône-Poulenc Agro. As a broadly trained agronomist & crop protection expert, Hans started his career as Regulatory Expert for the Netherlands. In that role he found the way to the Dutch courts for his company, and successfully challenged the authorities on several occasions.

His interest in legal issues deepened when he joined the European Team as a coordinator, and then moved on to the position of Regulatory Strategy Manager and European Public Affairs Manager. In these positions he developed a specific competency in working with multi-disciplinary teams and taskforces, and in creating the link between scientific, legal and political experts. He represented his company in several external working groups and taskforces, both European and global, covering a variety of domains such as probabilistic risk assessment, regulatory advocacy, communications, electronic data submission, groundwater protection and many others. His specific interests and affinity with legal issues finally motivated him to join Pappas & Associates as a senior advisor, counseling corporate clients in the chemical and lifesciences domains on regulatory and public & governmental affairs issues. Career: Prior to founding the firm, Spyros Pappas held various senior positions in Greece, the Netherlands and the European Union. Having been called to the Athens Bar in 1976, he was a member of the Supreme Administrative Court (Conseil d’Etat) by 1978, Maître des Requêtes in 1983. In 1985 he took over as Secretary General of the National Centre of Public Administration and set it up. In 1988 he became an Associate Professor (Professor after 1992) of European Law at the European Institute for Public Administration (Maastricht), which he was Director-General of, between 1990-1995.

From 1995 to 2001 he held the positions of Director General in the European Commission, in charge of of Consumer Policy (DG XXIV) setting up the relevant directorate general that flourished for over 15 years as SANCO, Director-general of Information, Communication, Culture and Audiovisual Policy (DG X), and, finally, Director General of the directorate-general of Education and Culture (EDUC) that he proposed and set up. He returned to private practise in 2001, and is currently a member of both the Athens and Brussels Bar Associations.
